Salary Range: $75,655.76-$92,262.00

Supervisor: Manager, Programmer

Basic Function & Responsibility: Provide technical expertise in the development, implementation and management of electronic data solutions to meet the computing needs of the district; its users and systems.

Management of Administrative, Fiscal and/or Facilities Functions:
- Review, analyze, and evaluate business processes and workflow. Work with users and staff to determine needs and/or project requirements, and to determine the tools and methods, which provide the best solution.
- Develop web-based applications, programs, reports, queries and relational databases to meet administrative computing needs, using appropriate analysis, design, programming, testing and implementation tools and techniques that adhere to district and industry standards.
- Support users, staff, and systems, providing assistance to resolve problems.
- Maintain on-going applications and ensure relational data integrity, including periodic procedures, which satisfy district and legal requirements.
- Research and evaluate current environments and architectures to meet future needs of the district.
- Coordinate departmental activities with other District offices and administrators and provide assistance to campuses/departments as requested.
- Follow District and department policies and procedures.

Organization Improvement:
- Work collaboratively to improve programs.

Professional Growth and Development:
- Participate in professional development that increases effectiveness and improves District performance.

School/Community Relations:
- Interact positively with employees and the community to provide needed information and to promote the District in a favorable manner.

Organization Morale:
- Participate in team building activities and the decision-making process as appropriate.
- Communicate and collaborate with campus/department staff to enhance service delivery and customer satisfaction.

Other Responsibilities:
- Comply with policies established by federal and state law, including but not limited to State Board of Education and local Board policy.
- Perform other job-related duties as assigned.

Supervision Exercised: None.

Knowledge, Skills & Abilities:
- Knowledge of District policies and procedures.
- Knowledge of Information Systems Department policies and procedures.
- Knowledge of database management systems to include, Informix, Oracle, or Structured Query Language (SQL).
- Knowledge of relational database theory, UNIX commands, Advanced Interactive Executive (AIX) shell scripts, Transmission Control Protocol (TCP)/Internet Provider (IP) and network protocols.
- Knowledge of application development life cycle.
- Skill in high-level programming languages.
- Skill in troubleshooting problems dealing with varied levels of complex factors.
- Ability to prioritize and organize work responsibilities
- Ability to solve complex problem and build consensus.

Entry Qualifications: Bachelor’s degree from an accredited college or university and three years of related work experience OR equivalent combination of education and experience.

Physical & Mental Demands:
- Maintain emotional control under stress.
- Work with frequent interruptions.
- Use computer for prolonged period resulting in repetitive hand motions.
- Sit for extended periods of time.
- Work extended or irregular hours.

Environmental Factors:
- Work is normally performed in a typical interior office work environment with little or no exposure to physical risk.
