East Carroll Parish has been a part of many other parishes-first as a part of the District of New Orleans in 1722, of the County of Ouachita in 1805, of Concordia Parish in 1890, briefly a part of a now extinct parish called Warren in 1815, and then Carroll Parish up until 1877 when East and West Carroll Parishes were formed from a division of Carroll Parish.

The Parish of Carroll was created by an Act approved on March 14, 1832, out of the eastern part of Ouachita Parish and the northern part of the original Concordia Parish created in 1809.

In 1877 the Parish of Carroll was divided into two parishes - East and West Carroll. Bayou Macon was made the boundary line between the two. Act 24 of the Extra Session of the Legislature in Parish of Carroll should cease to form said parish, and should thereafter be created into two separate and distinct parishes, one to be called the Parish of East Carroll, the other West Carroll Parish. This Act was amended by Act 143 of the Extra Session of 1877 as to transfer to East Carroll that part of the territory of West Carroll lying East of the Bayou Macon.

East Carroll Parish is bounded on the north by Arkansas and to the east by the Mississippi River with Madison Parish to the South, hence East Carroll is the most northeastern corner of Louisiana. The main line Mississippi River along the East Carroll Parish front extends from Arkansas-Louisiana line to the north boundary of Madison Parish a distance of approximately 42 miles. Highway 65 runs through Lake Providence, Parish Seat, is a main thoroughfare from Memphis to New Orleans. Excellent roads lead to Greenville and Vicksburg, Mississippi.
